On September 6th, the 6th Belt and Road Forum for Traditional Chinese Medicine Development, as a summit forum of the 2023 China International Fair for Trade in Services, was successfully held at the Beijing National Convention Center. The forum was co-hosted by the National Administration of Traditional Chinese Medicine, the Chinese People's Association for Friendship with Foreign Countries, and the People’s Government of Beijing Municipality, with the theme: 'Deepening Cooperation of Belt and Road Traditional Chinese Medicine Development and Jointly Creating a Global Community of Health for All'. Officials from Chinese and foreign government departments, representatives from international organizations, academicians from the Academy of Engineering, Nobel laureates, and leaders from the political consultative conferences of 10 provinces including Guangdong, Zhejiang, Shaanxi, Yunnan, Jiangxi, Fujian, Sichuan, Gansu, Hebei, and Henan, alongside diplomats from 20 embassies stationed in China from countries such as South Africa, Israel, Belarus, Pakistan, Ethiopia, Zimbabwe, Zambia, Cape Verde, Liberia, Sri Lanka, Uruguay, and Cuba, as well as representatives from over 400 enterprises, participated in the event. Good morning, everyone!
In the golden autumn of September, with the fragrance of osmanthus in the air, it is a great honor to gather with you at the 6th Belt and Road Forum for Traditional Chinese Medicine Development and to introduce the development of traditional Chinese medicine in Yunnan. On behalf of the People’s Government of Yunnan Province, I would like to express my heartfelt thanks to the State Administration of Traditional Chinese Medicine, the Chinese People’s Association for Friendship with Foreign Countries, the People’s Government of Beijing Municipality, and all the leaders and guests who have long supported the development of traditional Chinese medicine in Yunnan.
Yunnan, located in the southwest of China, with its distinct climate characteristics, pleasant weather, and outstanding biodiversity, boasts three major advantages in the development of traditional Chinese medicine (TCM).
First, Yunnan is rich in medicinal resources, known as the ‘Kingdom of Fauna and Flora,’ ‘Hometown of Medicinal Materials,’ and a ‘Treasury of Biological Genes.’ It is the province with the richest biological, natural medicine, and ethnic medicinal resources in China. To date, a total of 8,875 types of medicinal materials have been discovered, ranking first in China. There are 401 types of medicinal materials listed in the National Essential Medicines List, 127 unique medicinal resources, 234 rare and endangered medicinal resources, and over 2,000 types of ethnic medicines. The consensus in the industry is ‘No formula is complete without Yunnan medicines.’
Second, the TCM culture in Yunnan is long-standing and profound. Yunnan is a convergence point for Ayurveda, Unani medicine, and traditional Chinese medicine, fostering a unique medical heritage over thousands of years. Renowned TCM scholars such as Lan Mao and Qu Huanzhang have gained worldwide acclaim. ‘Dian Nan Ben Cao,’ published 142 years earlier than ‘Ben Cao Gang Mu,’ along with well-known medicines like ‘Yunnan Baiyao,’ ‘Artemisinin,’ ‘Erigeron breviscapus,’ and ‘Panax notoginseng’ are famous both domestically and internationally.
Third, Yunnan enjoys a unique geographical advantage, bordering Myanmar, Laos, and Vietnam, and is close to seven countries in ASEAN and South Asia. With its strategic location acting as a junction for the China-ASEAN Free Trade Area, the Greater Mekong Subregion, and the Pan-Pearl River Delta Economic Zone, Yunnan has a provincial market of 47 million people, a domestic market of 1.4 billion people, and an international market of 2.3 billion people in South Asia and Southeast Asia. In the first seven months of this year, the province received 652 million visitors, generating tourism revenue of 776.8 billion yuan. The TCM market in Yunnan is vast, with broad development prospects.
In recent years, Yunnan has vigorously implemented the important expositions of President Xi Jinping on TCM, achieving significant progress in the development of TCM and ethnic medicines.
First, the service capacity has been greatly enhanced. Since 2020, the provincial government has invested over 1.5 billion yuan to support TCM development, implementing major projects such as the National TCM Epidemic Prevention and Control Base, TCM Innovation Center, and TCM Specialty Key Hospitals. Five provincial TCM clinical medical centers and 32 municipal and county centers have been established, along with 300 TCM specialties. The medical service capability of 97.6% of county-level TCM hospitals has reached the national basic standard, achieving the goal of "TCM facilities in every village and TCM practitioners in every township" ahead of schedule.
Second, the industry is developing vigorously. The planting area of medicinal materials in Yunnan has reached 9.0353 million acres, with an agricultural output value of 39.326 billion yuan and an integrated industrial output value of 119.5 billion yuan, ranking first in the country for five consecutive years. Panax notoginseng, Erigeron breviscapus, Amomum villosum, and Tsaoko have a market share of over 90% nationwide. Leading companies such as Yunnan Baiyao, Kunming Pharmaceutical Corporation, and Betteny have gained international fame. The ‘Winona’ series of beauty products have achieved annual sales of over 1.5 billion yuan for three consecutive years, winning the T-mall Golden Makeup Award, with a company valuation exceeding 100 billion yuan. The ‘High-Quality Development Strategy Advisory Research Project for Modern Chinese Medicine Industry,’ led by Academician Zhang Boli and advised by ten academicians including Wang Guangji and Zhu Youyong, has been successfully launched, opening a broad stage for the development of the Yunnan Chinese medicine industry.
Third, fruitful achievements in international cooperation have been made. We have led the establishment of the Lancang-Mekong Traditional Medicine Cooperation and Exchange Mechanism, built Chinese Medicine Centers in Myanmar and Laos, and trained nearly 200 students from South Asia and Southeast Asia in our TCM colleges annually. We have successfully built a national characteristic Chinese medicine service export base, exporting over 2,300 tons of medicinal materials to more than 20 countries in South Asia and Southeast Asia annually. Especially during the three years of the pandemic, Yunnan TCM has played a significant role in the international anti-pandemic battlefield, providing tens of thousands of doses of TCM anti-epidemic medicines to Myanmar, Laos, and other places, receiving high praise from the local communities.
Looking forward, Yunnan’s TCM actively integrates into the Belt and Road Initiative, especially in serving the construction of a radiation center facing South Asia and Southeast Asia, with immense potential and broad prospects. On the one hand, the State Council’s opinions supporting Yunnan to accelerate the construction of a radiation center facing South Asia and Southeast Asia last year, and specific policies issued by the National Health Commission, the National Disease Control and Prevention Bureau, and the State Administration of Traditional Chinese Medicine, have presented a once-in-a-lifetime policy opportunity for the development of Yunnan’s TCM. On the other hand, Yunnan’s long-standing cooperation advantages in the field of traditional medicine with neighboring countries have become increasingly prominent. Many international exchange and trade projects that were halted during the pandemic will encounter better development opportunities with the advantage of TCM. Next, Yunnan will make full use of this precious ‘key’ of TCM to fully support the revitalization and industrial development of TCM, striving to turn resource and policy advantages into advantages of active integration into the national strategy and development.
First, we will fully support the enhancement of TCM service capacity. In August this year, Yunnan issued a three-year action plan for high-quality development of health care, with a clear allocation of 2.5 billion yuan at the provincial level to support TCM development. We will focus on supporting the construction of the Provincial Ethnic Medicine Hospital, the National Regional Medical Center for TCM, and projects such as collaborative research on 10 major difficult diseases, aiming to build leading TCM hospitals and superior disciplines. At the same time, we will implement the ‘National Gate Hospital’ construction and the promotion of appropriate TCM technologies in border areas, continuously enhancing the TCM outreach capability to neighboring regions.
Second, we will fully support the development of the TCM industry. We plan to build 4 TCM industrial parks, focusing on supporting "Yunnan Medicine" characteristic products, Chinese medicine granules, processing of medicinal materials, daily chemical products, and special health products. Utilizing overseas TCM centers and service export bases, we will develop international medical service products for TCM and vigorously develop TCM service trade. We will accelerate the promotion of the integration of TCM revitalization with the cultural tourism industry, building 7 regional TCM health tourism centers, making Yunnan an even more livable and healthy paradise.
Third, we will fully support international exchange and cooperation in TCM. We will establish a medical training base oriented towards South Asia and Southeast Asia, strengthen TCM talent training and exchanges, and continue to enroll traditional medicine students from South Asia and Southeast Asia. We will support the construction of the Provincial Dai Medicine Professional Regional Medical Center, and develop Yi, Zang, Wa, and other ethnic medicines, enhancing the influence and dissemination of Yunnan's TCM and ethnic medicine culture. We will continue to establish TCM centers in South Asia and Southeast Asia, consolidate and expand traditional medicine cooperation and exchange mechanisms, develop a number of ‘small and beautiful’ exchange and cooperation projects focused on TCM services, and promote the further internationalization of Yunnan’s TCM.
