On September 6th, the 6th Belt and Road Forum for Traditional Chinese Medicine Development, as a summit forum of the 2023 China International Fair for Trade in Services, was successfully held at the Beijing National Convention Center. The forum was co-hosted by the National Administration of Traditional Chinese Medicine, the Chinese People's Association for Friendship with Foreign Countries, and the People’s Government of Beijing Municipality, with the theme: 'Deepening Cooperation of Belt and Road Traditional Chinese Medicine Development and Jointly Creating a Global Community of Health for All'. Officials from Chinese and foreign government departments, representatives from international organizations, academicians from the Academy of Engineering, Nobel laureates, and leaders from the political consultative conferences of 10 provinces including Guangdong, Zhejiang, Shaanxi, Yunnan, Jiangxi, Fujian, Sichuan, Gansu, Hebei, and Henan, alongside diplomats from 20 embassies stationed in China from countries such as South Africa, Israel, Belarus, Pakistan, Ethiopia, Zimbabwe, Zambia, Cape Verde, Liberia, Sri Lanka, Uruguay, and Cuba, as well as representatives from over 400 enterprises, participated in the event. Jiangxi, a crucial commodity export site along the ancient Silk Road and a significant cradle of traditional Chinese medicine culture is endowed with a rich heritage symbolized by the Xingning culture and represented by the ancient medical schools of the Zhangshu and Jianchang factions. This profound historical and cultural foundation and favorable resource endowment have solidly paved the way for us to build a powerhouse of traditional Chinese medicine.
In recent years, Jiangxi has been thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China and fully applying President Xi Jinping’s important directives on traditional Chinese medicine and his significant speeches during his inspection of Jiangxi. With a focus on health services, heritage innovation, industry strengthening, scientific management, and talent cultivation, we have deeply advanced the construction of the national comprehensive traditional Chinese medicine reform demonstration zone, taking firm steps towards building a stronghold of traditional Chinese medicine.
1. We have endeavored to create a high ground for high-quality development of traditional Chinese medicine with robust policy support. The Jiangxi Provincial Party Committee and Provincial Government highly value the development of traditional Chinese medicine, continuously optimizing policy provision and strengthening element guarantee, vigorously promoting the construction of the traditional Chinese medicine reform demonstration zone. Successively, we have formulated a series of policy measures, forming a ‘1+14’ policy framework system for traditional Chinese medicine reform and development, advancing the construction of the ‘3+6’ pioneering zones for comprehensive traditional Chinese medicine reform. We have carried out reform pilots focusing on the key tasks of building a national comprehensive reform demonstration zone for traditional Chinese medicine, promoting reform and development from localized innovation to provincial-wide implementation, creating a favorable situation for traditional Chinese medicine reform and development with provincial coordination, departmental synergy, and vertical integration.
2. We are dedicated to creating a high ground for the full-chain industry development of traditional Chinese medicine. Leveraging the endowed advantages of traditional Chinese medicine resources, we have vigorously fought the battle for high-level industrial base and modern industrial chain of traditional Chinese medicine, fully promoting full-chain collaborative cooperation, and continuously enhancing the industry capability of traditional Chinese medicine. The main business income of the traditional Chinese medicine industry in our province has ranked at the forefront nationally for consecutive years, with the number of traditional Chinese medicine varieties exceeding one hundred million and one billion yuan in sales reaching 41 and 5 respectively, forming more than six billion-yuan industrial clusters centered on traditional Chinese medicine. The planting area of medicinal herbs has grown by 242% compared to 2016, with the output value increasing nearly fourfold, initially forming three major advantageous production areas. We have built 54 customized medicinal gardens and a full-traceability system for 35 varieties of medicinal herbs, securing a high-quality supply chain from gardens to factories. The service trade of traditional Chinese medicine has seen rapid growth, with an export total of 374 million yuan in 2022, increasing by 3.53 times year-on-year.
3. We strive to create a world-class high ground for scientific research and innovation in traditional Chinese medicine. We have planned and constructed the Nanchang Chinese Medicine Science and Innovation City to high standards, actively creating a highland for innovation and research and development of traditional Chinese medicine, incubation acceleration, talent aggregation, and breeding and training. We actively engage with national-level scientific research institutions, with entities like the Chinese Academy of Traditional Chinese Medicine and the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences setting up branches in Jiangxi. The number of national-level traditional Chinese medicine innovation platforms has increased year by year, with the National Engineering Research Center for Solid-state Brewing of Chinese Medicinal Preparations joining the new sequence of national engineering research centers, becoming one of the five engineering centers in the field of traditional Chinese medicine nationwide. In 2022, the National Center for Advanced Manufacturing and Modern Traditional Chinese Medicine Industry Innovation was approved, becoming the only national-level industry innovation center in the field of traditional Chinese medicine. In 2023, the National Key Laboratory for the Creation of Modern Traditional Chinese Medicine Based on Classic Prescriptions was approved, bringing a large number of high-level innovation platforms to Jiangxi, empowering and gathering talents for the construction of a stronghold of traditional Chinese medicine.
4. We are committed to creating a high ground for international exchange and cooperation in traditional Chinese medicine. Jiangxi consistently adheres to reform and development through openness, deepening exchanges, and cooperation with countries along the Belt and Road. With strong support from the National Administration of Traditional Chinese Medicine and the SCO Good-Neighborliness, Friendship and Cooperation Commission, we have successfully held the SCO Traditional Medicine Forum in 2020 and 2021 and will host the third forum in November this year, continuously expanding the international influence of traditional Chinese medicine. We continuously expand international cooperation in traditional Chinese medicine education, establishing the first national ‘Internationalization of Traditional Chinese Medicine Education (Nanchang) Pilot Zone’ in China. We jointly initiated and established the Hunan-Jiangxi-Guangdong-Hong Kong-Macao Traditional Chinese Medicine Full Industry Chain Collaborative Development Alliance, actively exploring innovative development models for the traditional Chinese medicine industry. We actively promote the global presence of traditional Chinese medicine, establishing traditional Chinese medicine centers and international exchange and cooperation platforms in Sweden, Tunisia, Portugal, and other countries.
Moving forward, under the caring support and assistance of the National Administration of Traditional Chinese Medicine and other ministries and commissions, we will earnestly learn from the good experiences and practices of our sibling provinces, fully advance the construction of the national traditional Chinese medicine reform demonstration zone, strive to build a stronghold of traditional Chinese medicine and contribute to deepening Belt and Road cooperation in traditional Chinese medicine and building a human health community.
