Esteemed Commissioner Yu Yanhong, Vice President Li Xikui, Deputy Mayor Jin Wei,, esteemed leaders and guests,
Good morning to you all.
Nestled next to Hong Kong and Macao, Guangdong stands as a pivotal landmark on the ancient Maritime Silk Road and plays a crucial role in the Belt and Road Initiative. Over millennia, Guangdong’s sagacious forebears have harnessed traditional Chinese medicine (TCM), propelling its practice from the heart of Southern Yue to the global stage, birthing a succession of monumental achievements. In the Eastern Jin dynasty, Ge Hong, on Luofu Mountain in Huizhou, Guangdong, compiled the ‘Handbook of Prescriptions for Emergency,’ inspiring the successful extraction of artemisinin. During the Western Jin dynasty, Pan Maoming utilized TCM to combat epidemics. In the twilight years of the Ming and the dawn of the Qing dynasty, Guangdong’s heritage TCM brands pioneered the wax pill encapsulation technique. In modern times, Guangdong’s medicinal herbs and patent medicines, traversing maritime routes, reached Southeast Asia, Africa, Europe, and beyond, giving rise to eminent heritage brands like Chen Liji and Pan Gaoshou. Amidst the COVID-19 pandemic, Guangdong led the dispatch of TCM teams to Hubei, formed the central TCM medical team to aid Hong Kong, and successfully completed anti-epidemic missions in Malaysia, Ghana, and other countries, contributing Guangdong's strength to both national and global pandemic response efforts.
Since the 18th National Congress of the Communist Party of China, Guangdong has diligently applied President Xi Jinping’s significant expositions and instructions on TCM, significantly propelling the high-quality development of TCM in Guangdong through ‘five further enhancements’:
1. Further Enhancement of Legal, Policy Framework, and Organizational Structure: The Provincial Party Committee and Government have issued ‘Several Measures to Promote the Inheritance, Innovation, and Development of Traditional Chinese Medicine,’ enacted the "Guangdong Province Traditional Chinese Medicine Ordinance," achieving full coverage of TCM management institutions across 21 cities.
2. Further Improvement of the Service System: The annual TCM treatment volume in the province has reached 187 million, approximately accounting for 10% of the national total, with 100% of community health service centers, township health centers, and community health service stations capable of providing TCM services.
3. Further Expansion of the Talent Pool: The province boasts a tiered talent team of national TCM masters, renowned TCM practitioners, and Qi Huang scholars, among others.
4. Further Promotion of TCM Culture: The ‘Great Doctor, Genuine Sincerity’ initiative has been launched to enhance the Guangdong TCM cultural brand, establishing 11 national-level propaganda and education bases and 6 international communication bases for TCM culture.
5. Further Development and Expansion of the Industry: Home to the nation’s largest manufacturers of patent medicines, TCM decoction pieces, and TCM formula granules. In 2022, the revenue from the TCM industry in the province reached 63.681 billion yuan, placing it at the forefront of the national scale and competitiveness.
In implementing the Guangdong-Hong Kong-Macao Greater Bay Area strategy, supporting the construction of the Hengqin-Guangdong-Macao Cooperation Chinese Medicine Science and Technology Industrial Park, and the ‘Chinese Medicine Products Overseas Registration Public Service Platform,’ the pace of ‘going global’ has accelerated. Leading the formulation of 7 ISO international standards for TCM, artemisinin combination therapy has become an important hallmark of China’s medical aid abroad.
The 20th National Congress of the Communist Party of China has made significant arrangements for ‘advancing the Healthy China initiative.’ Deeply studying the spirit of the 20th National Congress and the important speech by the General Secretary during his inspection of Guangdong, and implementing specific deployments by the Provincial Party Committee, as well as the requirements for ‘promoting the inheritance and innovative development of traditional Chinese medicine,’ around the theme of this forum to expand TCM service trade and enhance human health and well-being, we are fully committed to building five highlands to construct a national comprehensive TCM reform demonstration area:
1. Striving to Create a Medical Highland: Accelerating the formation of high-level TCM hospital clusters, establishing national TCM medical centers, and diligently providing comprehensive TCM health services for the entire lifecycle to the public.
2. Striving to Create an Industrial Highland: Polishing the ‘golden signboard’ of Southern Medicine, cultivating authentic medicinal materials, and flagship products.
3. Striving to Create an Innovation Highland: Strengthening the construction of major scientific research platforms like the National Key Laboratory of TCM Dampness Syndrome, accelerating the integrated development of production, education, and research.
4. Striving to Create a Talent Highland: Insisting on project support and talent introduction and cultivation, solidifying the grassroots T CM talent team.
5. Striving to Create an International Highland: In building a healthy Bay Area, accelerating the construction of a Greater Bay Area TCM highland, promoting the construction of an international TCM medical pioneer area, supporting the rapid development of the Hengqin-Guangdong-Macao Cooperation Chinese Medicine Science and Technology Industrial Park, strengthening and enlarging TCM service trade, focusing on deepening industry-level cooperation with countries and regions along the Belt and Road.
Esteemed leaders and guests, TCM is currently facing an unprecedented opportunity for development, blessed by the right timing, geographical convenience, and human harmony. Guangdong will seize the momentum, transforming the outcomes of this forum, following the work deployment of the National Administration of Traditional Chinese Medicine, and taking more robust steps in the industrialization, modernization, and internationalization of TCM, contributing Guangdong’s efforts to the high-quality development of TCM and its integration into the construction of the Belt and Road.
I wish this forum great success and thank you all!
