On September 6th, the 6th Belt and Road Forum for Traditional Chinese Medicine Development, as a summit forum of the 2023 China International Fair for Trade in Services, was successfully held at the Beijing National Convention Center. The forum was co-hosted by the National Administration of Traditional Chinese Medicine, the Chinese People's Association for Friendship with Foreign Countries, and the People’s Government of Beijing Municipality, with the theme: 'Deepening Cooperation of Belt and Road Traditional Chinese Medicine Development and Jointly Creating a Global Community of Health for All'. Officials from Chinese and foreign government departments, representatives from international organizations, academicians from the Academy of Engineering, Nobel laureates, and leaders from the political consultative conferences of 10 provinces including Guangdong, Zhejiang, Shaanxi, Yunnan, Jiangxi, Fujian, Sichuan, Gansu, Hebei, and Henan, alongside diplomats from 20 embassies stationed in China from countries such as South Africa, Israel, Belarus, Pakistan, Ethiopia, Zimbabwe, Zambia, Cape Verde, Liberia, Sri Lanka, Uruguay, and Cuba, as well as representatives from over 400 enterprises, participated in the event. Firstly, on behalf of Governor Zhao Gang, I extend warm congratulations on the convening of the 6th Belt and Road Forum for Traditional Chinese Medicine Development and express heartfelt thanks for the gracious invitation from the State Administration of Traditional Chinese Medicine, the Chinese People’s Association for Friendship with Foreign Countries, and the People’s Government of Beijing Municipality.
The Belt and Road Initiative, personally advocated, deployed, and promoted by President Xi Jinping, represents a significant initiative for China to implement a high level of opening up under new historical conditions. Aligning with the global trend towards peace, development, and cooperation, the initiative is a path to prosperity and peace. Over the past decade, with active participation from all parties, the initiative has achieved fruitful results, cultivated new growth points for cooperation in public health and traditional Chinese medicine, expanded new areas of cooperation, and promoted economic and social development. The significance and far-reaching impact of this forum, held on the 10th anniversary of the Belt and Road Initiative, are profound.
President Xi Jinping has stated that traditional Chinese medicine embodies thousands of years of the Chinese nation’s health and wellness concepts and practices, a treasure of Chinese civilization, encapsulating the profound wisdom of the Chinese people and nation. Over a thousand years ago, traditional Chinese medicine began its journey from ancient Chang'an to countries and regions along the Belt and Road. Today, as an important aspect of cultural exchange and promoting mutual learning between Eastern and Western civilizations, traditional Chinese medicine has spread to 196 countries and regions, receiving widespread recognition and attention. As a new symbol of people-to-people connectivity among Belt and Road countries, traditional Chinese medicine’s philosophy of ‘harmony between man and nature’ and ‘treatment based on differential diagnosis’ meets people’s demand for natural medicines and therapies, with an increasing number of people recognizing, accepting, trusting, and loving TCM services, and more scientists conducting research on traditional Chinese medicine.
Shaanxi has implemented the important speeches and instructions of President Xi Jinping, focusing on ‘hard connectivity’ of infrastructure, ‘soft connectivity’ of rules and standards, and ‘heart-to-heart connectivity’ of international cultural exchange, enhancing overall coordination, and fully supporting the high-quality development of the Belt and Road Initiative. Shaanxi boasts a long history and rich resources in traditional Chinese medicine, known for having ‘all plants could useful even grass in Qin, a place of many famous doctors since ancient times.’ China’s earliest medical texts, ‘The Yellow Emperor’s Canon of Internal Medicine,’ the first encyclopedic clinical medical book ‘Thousand Gold Pieces Prescriptions,’ and the world’s first national pharmacopeia ‘Tang Materia Medica,’ all originated from Shaanxi.
Over the past decade, we have vigorously promoted the international expansion of traditional Chinese medicine, achieving fruitful cooperation with countries along the Belt and Road. We have cooperated to establish traditional Chinese medicine institutions, with Shaanxi’s TCM universities and medical institutions establishing 7 overseas TCM centers and TCM rehabilitation centers in Switzerland, Russia, Kazakhstan, and other countries. We have extensively carried out medical education exchanges, collaborating with universities in Singapore, Belgium, and the United Kingdom, undertaking 3 China-Africa hospital cooperation projects, launching the ‘Silk Road International Community of Health,’ and hosting more than 10 major events such as the China-Central Asia People’s Friendship Forum, China-Czech-Nepal Multilateral Medical Academic Conference, Global Health International Seminar, and International Medical Congress.
Xi’an Hospital of Traditional Chinese Medicine for Brain Diseases was approved by the Ministry of Commerce and the State Administration of Traditional Chinese Medicine as one of the first ‘National TCM Service Export Bases.’ The hospital led the development of the ‘International Clinical Practice Guidelines for Traditional Chinese Medicine - Cerebral Palsy,’ officially released at the China International Fair for Trade in Services. It provides a ‘Chinese standard’ and ‘Chinese solution’ for the standardized global clinical diagnosis and treatment of cerebral palsy in children, recognized as the ‘Best Practice Case’ for the pilot project of deepening service trade innovation development by the Office of the Inter-Ministerial Joint Conference on Service Trade Development of the State Council.
The China-Central Asia Summit held in Xi’an in May this year is of milestone significance in the history of relations between China and Belt and Road countries. The inclusion of establishing TCM centers, herbal planting, and processing cooperation, and building a ‘Health Silk Road’ in the summit declaration presents new opportunities for the exchange, cooperation, and development of traditional Chinese medicine in the Belt and Road Initiative.
‘Victory is ensured when people pool their strength; success is secured when people put their heads together.’ Promoting international exchange and cooperation in traditional Chinese medicine requires the joint participation and support of governments, enterprises, academic circles, and all sectors of society from Belt and Road countries. Let us join hands to make new contributions to the health and well-being of all humanity, with the lineage, innovation, and development of traditional Chinese medicine as our main theme, aiming to modernize, industrialize, and globalize TCM.
We must strengthen policy communication to promote the standardization of traditional Chinese medicine. Enhance the formulation and improvement of TCM-related policies and regulations, establish a TCM standard system, promote the development and popularization of international standards for traditional Chinese medicine, and improve the standardization and normalization level of the TCM industry.
We will enhance TCM education to promote the popularization of traditional Chinese medicine. Carry out TCM education in countries along the route, cultivate TCM talents, improve the quality and level of TCM education, and increase people’s awareness and acceptance of traditional Chinese medicine. Strengthen cooperation between research institutions, deepen basic and applied research in traditional Chinese medicine, and improve the clinical efficacy and scientific research level of TCM.
We will promote TCM culture and advance the internationalization of traditional Chinese medicine. Promote international exchange and cooperation in TCM culture, and enhance the international influence of traditional Chinese medicine. Strengthen trade ties, promote the export, and import of TCM products, foster the development of the TCM industry, and enhance international competitiveness.
Shaanxi is one of the important cradles of Chinese civilization and the cradle of the Chinese revolution, boasting a profound history, brilliant culture, and vigorous development.
