On September 6th, the 6th Belt and Road Forum for Traditional Chinese Medicine Development, as a summit forum of the 2023 China International Fair for Trade in Services, was successfully held at the Beijing National Convention Center. The forum was co-hosted by the National Administration of Traditional Chinese Medicine, the Chinese People's Association for Friendship with Foreign Countries, and the People’s Government of Beijing Municipality, with the theme: 'Deepening Cooperation of Belt and Road Traditional Chinese Medicine Development and Jointly Creating a Global Community of Health for All'. I am honored to participate in the 6th Belt and Road Forum for Traditional Chinese Medicine Development. I extend my congratulations on the grand opening of the forum and express my heartfelt thanks to the National Administration of Traditional Chinese Medicine, the Chinese People’s Association for Friendship with Foreign Countries, ministries, brother provinces, and friends from all walks of life who have long cared for and supported the economic, social, and traditional Chinese medicine development in Hebei.
 
Hebei, encircling Beijing, and Tianjin and bordering the Bohai Sea, boasts a profound cultural heritage, superior geographical location, diverse resources, and a comprehensive industrial foundation. President Xi Jinping holds deep affection and high hopes for Hebei. In May this year, during his tenth inspection of Hebei, President Xi explicitly stated the overall requirements and goals for Hebei’s work in the new era and journey, providing us with strong political guidance and a scientific action guide. Currently, the province is vigorously advancing, determined to forge new paths in innovation-driven development, demonstrate new responsibilities in the coordinated development of Beijing, Tianjin, and Hebei and the high-standard, high-quality construction of the Xiong’an New Area, achieve breakthroughs in comprehensive green transformation, cultivate new advantages in deepening reform and opening up, and show new achievements in promoting common prosperity, striving to compose Hebei’s chapter of Chinese-style modernization!
 
Hebei is not only a populous, economically significant, and resource-rich province but also one of the important cradles of traditional Chinese medicine (TCM), distinguished by its plethora of eminent practitioners, diverse schools of thought, and rich resources. Anguo, known as the ‘Medicine Capital,’ has thrived for a thousand years and holds a pivotal position in the development of TCM. The Hebei Provincial Party Committee and Government have always attached great importance to TCM, thoroughly implementing President Xi’s important statements on TCM, establishing the strategic goal of building a strong TCM province, issuing a series of supportive policies, continuously enhancing service capabilities, constantly strengthening scientific and technological innovation, striving to construct a modern TCM industry system, and propelling TCM into the fast lane of accelerated development. Especially in terms of international cooperation, we have built two Confucius Institutes of Traditional Chinese Medicine in Hungary and Brazil, established 3 national TCM international cooperation bases and 8 national and provincial TCM service export bases, and Lianhua Qingwen capsules have been marketed in 40 countries and regions, with overseas sales exceeding 300 million yuan in 2022, continuously expanding its international influence.
 
A few days ago, President Xi Jinping emphasized in his video address to the 2023 China International Fair for Trade in Services Global Services Trade Summit that China is willing to work with all countries and parties to promote inclusive development through open services, promote interconnected integration through service cooperation, cultivate development momentum through service innovation, and create a better future through shared services. The development of TCM service trade is facing a rare historical opportunity. Hebei Province will thoroughly implement the spirit of President Xi’s important instructions, take this forum as an opportunity, liberate our minds, forge ahead, and deepen international exchange and cooperation in TCM with greater determination and effort.
 
1. Optimize overseas TCM cooperation mechanisms. Utilize platforms like the Shijiazhuang Biomedical Industry Cluster and the Beidaihe Life and Health Industry Innovation Demonstration Zone, leverage the advantages of existing TCM service export bases, and promote the “medical, educational, research, and production” groups of Hebei TCM to go abroad.
 
2. Expand the connotations of TCM foreign services. Continue to expand the range of TCM services in aid projects in the Democratic Republic of the Congo and Nepal. Encourage qualified TCM hospitals to quickly establish international diagnosis and treatment departments and enhance the influence of TCM health care services exports. Guide relevant bases to strengthen internet trade and explore new business models in TCM service trade.
 
3. Deepen international scientific and educational cooperation in TCM. Expand the enrollment of overseas students in TCM universities, and run the Confucius Institutes of TCM successfully. Deepen international academic exchanges, continuously improve the internationalization and modernization levels of TCM, and strive to make a greater Hebei contribution to participating in building a global community of health for all.
