On September 6th, the 6th Belt and Road Forum for Traditional Chinese Medicine Development, as a summit forum of the 2023 China International Fair for Trade in Services, was successfully held at the Beijing National Convention Center. The forum was co-hosted by the National Administration of Traditional Chinese Medicine, the Chinese People's Association for Friendship with Foreign Countries, and the People’s Government of Beijing Municipality, with the theme: 'Deepening Cooperation of Belt and Road Traditional Chinese Medicine Development and Jointly Creating a Global Community of Health for All'. Officials from Chinese and foreign government departments, representatives from international organizations, academicians from the Academy of Engineering, Nobel laureates, and leaders from the political consultative conferences of 10 provinces including Guangdong, Zhejiang, Shaanxi, Yunnan, Jiangxi, Fujian, Sichuan, Gansu, Hebei, and Henan, alongside diplomats from 20 embassies stationed in China from countries such as South Africa, Israel, Belarus, Pakistan, Ethiopia, Zimbabwe, Zambia, Cape Verde, Liberia, Sri Lanka, Uruguay, and Cuba, as well as representatives from over 400 enterprises, participated in the event. Lin Shucheng, Vice Chairman of the Sichuan Committee of Chinese People’s Political Consultative Conference, attended the opening ceremony of the forum and delivered a speech.

It’s a great pleasure to participate in the Belt and Road Forum for Traditional Chinese Medicine Development, to share the opportunities of our era, and to discuss visions for cooperation.
 
The service trade of traditional Chinese medicine is a national health industry with tremendous potential for original innovation and entirely independent intellectual property rights. In recent years, under the care and support of the National Administration of Traditional Chinese Medicine, the Ministry of Commerce, the Chinese People’s Association for Friendship with Foreign Countries, and the strong leadership of the provincial committee and government of Sichuan, focusing on the strategic deployment of ‘synchronized urban-rural integration and the co-prosperity of five regions’ and the goal of building a strong trade province, leveraging our province’s service trade platforms, we have promoted the steady development of service trade, and traditional Chinese medicine service export bases have successively been established in Sichuan.
 
In 2022, Sichuan’s service trade volume reached 119.498 billion yuan, continuously ranking ninth in the country and first in the central and western regions, with a significant contribution from the service trade of the central and western regions.
 
Sichuan is one of the birthplaces of traditional Chinese medicine, known as the homeland of traditional Chinese medicine and a repository of medicinal herbs. Our province has 9,035 types of medicinal resources, 312 commonly used medicinal materials, 86 local medicinal materials, over 8.5 million mu of medicinal material cultivation area, 9 star-rated modern agricultural parks for traditional Chinese medicine, 249 large-scale traditional Chinese medicine enterprises, and built a national traditional Chinese medicine seed resource library and a Sichuan province traditional Chinese medicine traceability service platform. The annual comprehensive production capacity of Sichuan medicinal herbs reaches 120 billion yuan. There are 8,532 traditional Chinese medicine medical institutions in the province, with an annual increase in medicine consumption reaching 167 million person-times, and more than 300,000 traditional Chinese medicine practitioners.
 
Leveraging our advantageous resources, our province strengthens financial support and policy incentives, explores new models of traditional Chinese medicine service trade along the Belt and Road, promotes the brand of Sichuan’s traditional Chinese medicine services, and comprehensively enhances the international influence and competitiveness of Sichuan’s traditional Chinese medicine services.
 
1. High-level coordinated advancement by leadership. Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, Leung Chun-ying, pays high attention to the development of the traditional Chinese medicine industry in Sichuan, conducting research and discussions in Sichuan to promote in-depth cooperation between Sichuan and Hong Kong in traditional Chinese medicine.
 
2. Continuously enhancing overseas service capabilities of traditional Chinese medicine. Eight traditional Chinese medicine overseas centers have been established in countries such as Montenegro, Germany, and the Czech Republic, serving over 100,000 person-times. Five overseas remote diagnosis stations have been established in Spain, Argentina, Italy, and Suriname, conducting more than 100 online consultations, traditional Chinese medicine diagnosis and treatment, and health lectures.
 
3. Initiating the establishment of international standards for traditional Chinese medicine. The establishment of a technical committee for standardization of traditional Chinese medicine and a dedicated international standard working group, with rapid progress on ISO projects for Ligusticum chuanxiong, turmeric, saffron, and Pueraria lobata. Chuanxiong and turmeric entered the DIS voting stage, and a breakthrough was made in the revision of the European Pharmacopoeia standard for Chuanxiong, and it is expected that the qualification rate of Chuanxiong in the European market will be significantly increased from less than 1% to more than 80%.
 
4. Strengthening the international dissemination of traditional Chinese medicine. Initiating the action for overseas dissemination of Sichuan’s traditional Chinese medicine, focusing on capacity training, content production, and matrix construction to build key video columns, explore social platforms, and develop cross-border e-commerce. Since 2021, it has cooperated with institutions in Thailand, South Africa and Canada to jointly train more than 800 international talents in Chinese medicine by accepting international students, dispatching teachers and online courses.
 
5. High-quality construction of service export bases. Utilizing special funds to support the construction of bases, focusing on countries along the Belt and Road, establishing cooperative relations with Portugal, the UAE, Nepal, and other countries and regions, conducting ‘Chinese Medicine Care’ overseas clinics and series of events.
 
The path is long and arduous, but with persistence, the future is promising. We will learn from the experience of other provinces and regions, actively promote high-quality development of international service trade in traditional Chinese medicine, create an open and innovative policy environment, and contribute to Sichuan’s strength in building a global community of health for all.
